Two-parts career – About the reification of union demands

This paper anlayzes the introduction of the two parts police career in North Rhine Westphalia. The theoratical basis for the examination of the political process forms Schimank’s modell of the rationality fiction (Rationalitätsfiktion). Through conducting a feasible approach the empirical features of the entire process will be identified and interpreted. It will investigate the question how the demand for higher salaries for the police were eventually able to be given an ontological status. The author attributes a development of this nature to a rationality fiction which genesis provided the political actors with – at least temprorary – benefit of ligitimacy and reduction of complexity through a public exposure of the problem, the creation of standards and an institutionalisation.
