Objectivity and quotation – An empirical look at the employee assessment processes of the police in North Rhine-Westphalia

Abstract:
On the one hand employee assessment processes are the most important tool of personnel management; on the other hand it is the main reason of discontent staff. Although highly controversial there are rarely empirical analyses. Therefore, based on facts of survey judges, this article tries to give an answer to two questions: 1. Is it possible to accom­plish an objective evaluation despite of quotation? Quotation makes it difficult to accomplish but it is necessary because quotation allows a fair alignment of the peer group. 2. Do appraiser favor their own employee? That’s not the case. Although this analysis only takes a look on terms of North Rhine-Westphalia, it provides also fundamental knowledge about all federal states of Germany and the union state. This empirical analysis presents an improvement for the execu­tion of the prescribed “judge talks”.
