The representation of German police unions in the police staff councils 2014 till 2020

Abstract:
This essay is going to investigate the empirical representa­tion of the three big German police unions BDK, DPolG and GdP in the police staff councils of nineteen German federal police forces
The required data for elections between 2014 and 2020 were collected by interviews of police staff councils, main staff councils and interior ministries of the federal states
A high representation in staff councils is a significant in­dicator of position of power respectively conflict ability of the police unions
The analysis shows that the GdP is the strongest power by far. In addition, the DPolG is the strongest power in Baden-Wuerttemberg, Bavaria and Hamburg The BDK is relative strong in Schleswig-Holstein und Thüringen
The legitimation of staff councils is problematic because of the low elective range and insufficient activation of their own members.
